Business Development Manager – Government Sector (Aviation, Defense & Marine)

About the role

Black Pearl Consult is looking for a highly motivated and results-oriented Business Development Manager in Abu Dhabi to drive growth in the Aviation, Defense, Marine and Consulting sectors. The role focuses on expanding business, securing high-value contracts and building strategic partnerships with government entities, OEMs and industry stakeholders.

Key responsibilities

• Identify and pursue new business opportunities across aviation, defense, marine and consulting divisions
• Develop and execute market expansion strategies for regional and international growth
• Build and manage long-term relationships with government clients, OEMs, suppliers and key partners
• Lead proposal preparation, RFP/RFQ/tender submissions and commercial negotiations
• Conduct market research on trends, competitor activity and procurement opportunities
• Collaborate with cross-functional teams to ensure project delivery and client satisfaction
• Provide accurate forecasts and regular performance reports to senior management

Required profile

• Bachelor's degree in Business, Engineering, Aviation, Defense or a related field (Master's preferred)
• 5-10 years of experience in Business Development, Sales or Strategic Partnerships
• Proven success in the Aviation, Defense, Maritime or Government Consulting industries
• Hands-on experience in government procurement and B2G sales in the GCC (UAE preferred)
• Demonstrated success in securing high-value projects and contracts
