Culture, Change Management & Capability Expert

About the role

Al Nahiya Group is seeking a senior expert to lead the people‑side of agriculture transformation across government and sector stakeholders in Abu Dhabi. The role focuses on ensuring new policies, processes and digital tools are adopted, institutionalised and sustained through strategic change, capability building and communication.

Key responsibilities

• Develop a transformation‑wide change strategy aligned with the TMO roadmap.
• Map stakeholder groups (leadership, regulators, extension services, inspectors, finance/admin staff, farmers, private partners) and identify adoption risks.
• Design change for priority programs – define roles (RACI), process updates, SOPs, training needs and readiness criteria for initiatives such as subsidy reform and digital platforms.
• Build a multi‑channel communication plan and create playbooks, briefing packs and field guides.
• Establish a capability framework with curricula, train‑the‑trainer programmes, communities of practice and super‑user networks.
• Define reinforcement mechanisms including leadership routines and performance dialogues.
• Set adoption indicators, conduct readiness assessments and feed feedback into iterative improvement cycles.

Required profile

• 10+ years of change management experience in large‑scale public or regulated‑sector transformations.
• Direct experience supporting policy/process reforms and digital roll‑outs with frontline adoption.
• Background in agriculture or food systems is preferred; strong exposure to government service delivery is valued.
• Bachelor’s degree in Organizational Development, Public Administration, HR Strategy or related field; Prosci certification is a plus.
