Data Management Consultant (Arabic Speaker)

About the role

Dicetek LLC is seeking an experienced Data Management Consultant who is fluent in Arabic and English to lead data governance and quality initiatives for government and public‑sector clients in the UAE. The role focuses on designing, implementing and operationalising enterprise‑wide data strategies, especially for Digital Dubai projects.

Key responsibilities

• Conduct data management maturity assessments, gap analysis and develop improvement roadmaps.
• Design and operationalise enterprise data governance frameworks, policies, SOPs and playbooks.
• Implement data quality frameworks, metadata management, master data management and data exchange solutions.
• Facilitate workshops, align stakeholders across multiple entities and present recommendations to senior leadership.

Required profile

• Master’s degree (or Bachelor’s with extensive experience) and 10‑15 years total experience, including 8‑10 years in data management and 2‑4 years in a supervisory or lead role.
• Strong professional communication skills in Arabic and English, with proven consulting experience in government or regulated environments.
• Ability to bridge business, policy and technical teams and deliver practical operating models and KPIs.

• Enterprise Data Governance design and operationalisation.
• Data Quality frameworks, profiling and monitoring.
• Metadata Management (glossaries, data dictionaries, lineage).
• Enterprise Data Modelling (conceptual and logical).
• Data exchange and interoperability (APIs, data contracts).
• AI‑ready data preparation and governance.
• Automation of data management controls.
• SQL, Power BI, Tableau and experience with platforms such as Collibra, Ataccama or Informatica.
