Director of Infrastructure Design

About the role

The Director of Infrastructure Design will lead the planning, design and delivery of infrastructure for large‑scale master developments across Dubai Holding Land Estates. Reporting to the Vice President, the role translates master‑plan visions into practical dry and wet utilities, traffic, marine and landscape solutions.

Key responsibilities

• Develop and implement infrastructure strategy and phasing for each master development, including smart utility systems and sustainable water/energy solutions.
• Coordinate design processes to ensure compliance with Dubai/UAE regulations and obtain approvals from RTA, DEWA, Dubai Municipality and other authorities.
• Prepare and manage infrastructure design briefs, consultant scopes and concept deliverables, aligning them with project timelines and budget.
• Lead CAPEX budgeting, consolidate estimates, track cost deviations and present variance analyses to senior leadership.
• Oversee multidisciplinary integration of dry utilities, wet utilities, transportation, marine engineering and landscape into a cohesive framework.
• Maintain relationships with government authorities, utility providers and internal verticals to streamline approvals and resolve technical issues.
• Drive continuous improvement, benchmark global best practices and introduce digital tools for infrastructure management.

Required profile

• Bachelor’s degree in Civil Engineering, Infrastructure Management or related field; Master’s preferred.
• Minimum 15 years of experience in infrastructure development and project delivery for large‑scale developments.
• Proven experience leading multidisciplinary teams and managing complex stakeholder environments.
