Head of Human Resources (GCC Projects)

About the role

The client, a leading Project Management & Engineering Contracting firm operating across the GCC, seeks a Head of Human Resources to lead HR strategy for eight companies. Based in Dubai, the role involves driving expansion, transformation, talent management, and compliance across large‑scale MEP, HVAC, water‑treatment and solar‑power projects.

Key responsibilities

• Develop and implement HR plans aligned with the company’s business strategy.
• Design and oversee people‑development initiatives, including training and career growth programs.
• Manage mobilization and demobilization of staff to meet project demands.
• Ensure staffing levels, retention, and key‑employee identification across all entities.
• Review and advise on grading, compensation structures, and reward‑recognition policies.
• Lead performance appraisal cycles, promotions, and salary increments.
• Provide HR counsel to employees at all levels in line with policies and local legislation.
• Coordinate HR policies, facilities, labor camps, and overall administration activities.
• Develop the HR team’s competencies and maintain corporate HR policy compliance.
• Liaise with other functional units as required and support travel for regional oversight.

Required profile

• 15‑20 years of HR experience in the GCC, with at least 5 years in a senior leadership role (HR Director, GM HR, Head HR).
• Relevant industry background in engineering, construction, or large‑scale project environments.
• CIPD qualification or a management degree in HR; graduate or postgraduate education in HR.
• Proven stakeholder‑management and change‑leadership capabilities.
• Ability to influence senior leadership and drive new HR initiatives.
• Willingness to travel across the GCC region.
