Healthcare Operations Manager (HTM)

About the role

The Healthcare Operations Manager manages the operations and maintenance of healthcare facilities, ensuring safe, reliable and efficient service delivery. The role covers engineering systems, maintenance activities, asset performance and contractor operations in line with HTM, DoH guidelines and facilities management standards, supporting regulatory compliance, clinical safety, cost control and customer satisfaction.

Key responsibilities

• Manage day-to-day operations and maintenance of healthcare facilities and ensure compliance with contractual requirements.
• Develop and implement preventive and corrective maintenance plans for engineering systems and critical assets.
• Ensure compliance with HTM guidance, DoH requirements, statutory regulations and facilities management standards.
• Oversee critical systems such as medical gas pipelines, electrical services, ventilation, water systems, fire safety and lifts, applying the relevant HTM series.
• Monitor equipment performance, asset condition, maintenance effectiveness and system reliability.
• Coordinate inspections, testing, commissioning and statutory maintenance with specialists and service providers.
• Manage contractors and specialist service providers for quality, safety, timeliness and contractual compliance.
• Monitor maintenance budgets, operational expenditure and resource utilisation; ensure permit-to-work systems, risk assessments and safe systems of work are followed.
• Investigate equipment failures and recurring faults, and coordinate with clinical, HSEQ, infection prevention and other stakeholders to minimise disruption.
• Maintain maintenance records, asset registers, work orders and compliance documentation in the CMMS, and track KPIs, SLAs and customer satisfaction.
• Support emergency preparedness, business continuity and incident management, and identify opportunities for energy efficiency and cost improvement.

Required profile

• Bachelor's degree in Electrical or Mechanical Engineering from a recognised university, approved by the Ministry of Education.
• PMP certification preferred.
• 12 years of total relevant experience in engineering operations, maintenance or facilities management.
• At least 5 years of experience in healthcare facilities.
• Fluent in English with strong communication and problem-solving skills.

Required skills

• Knowledge of HTM and DoH requirements and of electrical, mechanical and critical healthcare systems.
• Experience in maintenance planning, asset management and troubleshooting.
• Risk assessments and permit-to-work systems.
• Proficiency in CMMS and advanced computer applications.
• Ability to monitor KPIs, SLAs and operational budgets.
