HSE Engineer (LO-TO Coordinator)

About the role

The HSE Engineer (LO-TO Coordinator) works on the Borouge-4 project in Ruwais, Abu Dhabi, UAE, reporting to the HSM or to the Site Manager. The role covers LO-TO coordination in the electrical field, ensuring that field activities follow the TCM HSE policy, regulations, standards and procedures, and promoting preventive and corrective actions. It is a 12-month contractual position starting in August 2024.

Key responsibilities

• Perform Job Hazard Analysis (JHA) and take part in Job Safety Analysis (JSA).
• Check the adequacy and application of the Site HSE Plan and its procedures, and revise them when needed.
• Update HSE documentation during construction phases and check that subcontractors follow HSE procedures and regulations.
• Organize and take part in periodic HSE walk-arounds, inspections and audits, and follow up on corrective actions.
• Coordinate and take part in HSE training and site HSE meetings, including minutes.
• Cooperate with the client on work permits and investigate accidents, keeping accident records.
• Lead the site HSE committee and the emergency response and fire prevention teams, organizing drills.
• Prepare the HSE section of monthly progress reports, site HSE statistics and recovery plans when targets are missed.

Required profile

• Bachelor's degree, preferably in engineering or science.
• At least 10 years of HSE experience in construction, fabrication, installation and/or commissioning projects in oil and gas or petrochemicals, focused on LO-TO coordination in the electrical field.
• Experience on three major EPC projects in the oil and gas or petrochemical sector.
• NEBOSH GC/IGC, a safety diploma or another HSE certification (at the employer's discretion).
