Human Resources Business Partner – HR Lead

About the role

Terracotta Outsourcing is seeking an experienced Human Resources Business Partner to lead and build its internal HR function in Abu Dhabi. This hands‑on leadership role will establish HR policies, processes, payroll and culture from the ground up, supporting the company’s rapid growth.

Key responsibilities

• Own the HR function, advising management and partnering with senior leaders on workforce planning, organizational changes and HR priorities.
• Develop, implement and maintain HR policies, procedures and governance frameworks, ensuring compliance with UAE Labour Law and MOHRE regulations.
• Manage employee relations, including disciplinary matters, grievances, investigations, attendance and performance issues.
• Oversee the full employee lifecycle – onboarding, probation, promotions, transfers and off‑boarding.
• Coordinate visa, labour and employment processes with the PRO and relevant stakeholders.
• Partner with Payroll, Finance, Operations and Talent Acquisition to meet employee and HR requirements.
• Drive performance management, employee engagement initiatives and workforce analytics.
• Identify organisational gaps, propose solutions and continuously improve HR processes, systems and controls.

Required profile

• 5–7 years of progressive HR experience in the UAE, with strong generalist and operational expertise.
• Deep knowledge of UAE Labour Law and MOHRE regulations.
• Proven track record of developing and implementing HR policies, procedures and governance frameworks from inception.
• Extensive experience in employee relations, disciplinary actions, investigations and full lifecycle management.
• Demonstrated ability to establish HR structures, strengthen processes and implement best practices in a growing organization.
• Strong stakeholder management, communication, problem‑solving and decision‑making skills.
• Experience in manpower supply, outsourcing, staffing, recruitment, EOR/PEO or workforce solutions is preferred.
• Prior experience leading or supervising a small team (1–2 members) is an advantage.
