Legal & Regulatory Counsel

About the role

We are looking for a Legal & Regulatory Counsel to join our international telecommunications group in Dubai. The successful candidate will combine deep European telecom regulatory knowledge with strong commercial legal expertise to support the business across multiple jurisdictions.

Key responsibilities

• Provide legal and regulatory advice for the Group’s international telecom operations, including licensing, authorisations and ongoing compliance.
• Monitor European, UAE and global telecom regulatory developments and assess commercial impact.
• Advise on MNO/MVNO regulation, interconnection, wholesale access, roaming, numbering, spectrum and network‑sharing matters.
• Manage relationships with European national regulators and the UAE Telecommunications and Digital Government Regulatory Authority (TDRA) and prepare regulatory submissions, consultations and renewals.
• Support regulatory investigations, enforcement matters and the launch of new products and services.

Required profile

• Significant experience working within the European telecommunications market.
• Strong understanding of EU electronic communications regulations and experience advising MNOs, MVNOs or major operators.
• Direct exposure to European national regulatory authorities and EU‑level requirements.
• Proven ability to translate regulatory requirements into practical commercial advice for an international group.
