Manager - Big Data & Platforms

About the role

The Big Data & Platforms section of RTA is looking for a manager to lead the design, operation and continuous development of its enterprise data lake, data warehouse and AI/ML platform infrastructure. The role also establishes data governance, quality controls and metadata management frameworks that deliver scalable, secure and high-performance data services for AI and analytics, covering the full data lifecycle from ingestion and transformation to delivery.

Key responsibilities

• Lead the corporate data registry and catalog for AI and analytics, covering sources, ownership, classification, access and use cases.
• Oversee the architecture of the data lake, data warehouse and AI/ML platform, and implement data governance aligned with national data regulations, UAE data protection laws and RTA's data strategy.
• Define the enterprise data quality framework, including issue tracking, remediation and reporting.
• Manage data models, databases and metadata, and build and maintain ingestion and transformation pipelines, APIs and data flows.
• Provide datasets for AI solutions, model retraining and dashboards, and manage dashboards and analytical applications.
• Manage platform access, licensing and entitlements, and oversee backup, business continuity, disaster recovery and vendor management.
• Support development, operations and users with incident management, service requests and technical support, and coordinate handovers between development and operations.
• Drive continuous improvement, data quality assurance, pilot projects on emerging technologies, and data-sharing agreements with partners and government entities.

Required profile

• Bachelor's or Master's degree in Computer Science, Data Science, Information Technology, Artificial Intelligence or a closely related field.
• 12+ years of progressive experience (14+ years for a Bachelor's degree).

Required skills

• Big data technologies such as Hadoop, Spark and Databricks, and cloud-native data platforms.
• Enterprise data modeling, ETL/ELT pipeline design, API development and metadata management.
