Manager – HSE Cruise & PMF

About the role

The Manager – HSE Cruise & PMF is responsible for ensuring full compliance with Abu Dhabi regulatory requirements and integrated management systems while maintaining a safe, secure, and operationally efficient environment for cruise terminal and public marina operations.

Key responsibilities

• Plan, direct and control all HSE activities for cruise terminal and marina facilities, keeping risks at ALARP.
• Manage safe passenger embarkation/disembarkation, vessel access, crowd movement and work near water.
• Oversee marina operations, including vessel movements, berthing, fueling and maintenance, preventing collisions, spills, fire and drowning risks.
• Implement Permit to Work systems for contractors and third‑party service providers.
• Ensure compliance with Abu Dhabi regulations, AD Ports HSE procedures and ISO 45001/ISO 14001 standards.
• Lead incident management, root‑cause analysis and corrective actions.
• Prepare HSE performance reports for senior management.
• Develop emergency preparedness, coordinate with Civil Defence, Ambulance Services and Coast Guard.
• Maintain Business Continuity Plans and conduct regular emergency drills.

Required profile

• Bachelor’s degree, Higher Diploma or Diploma in Engineering/Science/HSENEBOSH or IGC (mandatory).
• NEBOSH Diploma or General Certificate, AD EHS Practitioner Certificate.
• 8–10 years of HSE management experience, preferably in cruise terminals, marine or high‑footfall public environments.
• Proven experience in contractor management, event safety, emergency response coordination and regulatory compliance.

Required skills

• NEBOSH Diploma or General Certificate.
• Lead Auditor Certificate in OHSAS 18001/ISO 14001 (preferred).
• Certificates in COSHH, Advanced First Aid, HSE Risk Management, Control of Major Accident Hazards.
• Strong knowledge of Integrated Management Systems, ISO 45001, ISO 14001 and risk assessment methodologies.
• Proficiency in Microsoft Office.
• Excellent Arabic and English communication skills (speak, read, write).
