Manager HSE (Offshore: WHTs, Subsea Cable & Piping, B/F)

About the role

Penspen is seeking an experienced HSE Manager to lead health, safety and environment activities for offshore Wellhead Towers, subsea cable and piping installations, and brownfield/greenfield modifications in the UAE. The role requires strategic leadership, regulatory compliance and continuous improvement of HSE performance across all project phases.

Key responsibilities

• Develop and implement the Project HSE Plan, offshore safety management systems and HSE strategy.
• Ensure compliance with local regulations, ISO 45001, ISO 14001 and company HSE policies.
• Oversee HSE compliance for subsea cable laying, trenching, burial and termination activities.
• Manage HSE aspects of tie‑ins, shutdowns, modifications on live offshore facilities and control of SIMOPS, isolation plans and safe work interfaces.
• Lead incident investigations using root‑cause analysis and provide regular HSE performance reports to senior management.

Required profile

• Bachelor’s degree in Engineering, HSE, Environmental Science or related field.
• Minimum 20 + years HSE experience in offshore oil & gas, with strong background in WHTs, subsea cable & piping operations and brownfield/greenfield projects.
• Proven track record in PMC or client‑side roles, preferably on ADNOC projects.
• Relevant certifications such as NEBOSH IGC/Diploma, IOSH Managing Safely, ISO Lead Auditor, BOSIET, FOET, HUET, H2S.
