National Consultancy – Endline Evaluation for EMPOWER Family Planning

About the role
The United Nations Population Fund (UNFPA) is seeking a qualified consultant to lead the end‑line evaluation of the EMPOWER Private Sector Strengthening Project, which aims to improve access to family planning in Uganda’s private sector.
Key responsibilities
- Design and implement the end‑line evaluation methodology, including data collection, analysis, and reporting.
- Document lessons learned and develop policy briefs that inform future family‑planning strategies.
- Prepare a peer‑reviewed journal article summarising the evaluation findings.
- Coordinate with UNFPA, the Ministry of Health, private‑sector partners, civil society, and development agencies.
- Ensure compliance with UNFPA’s strategic objectives and the Sustainable Development Goals.
Required profile
- Advanced degree in public health, epidemiology, social sciences, or a related discipline.
- Proven experience conducting impact or end‑line evaluations in the health sector.
- Familiarity with family‑planning programs, especially in low‑ and middle‑income contexts.
- Strong analytical and report‑writing abilities.
- Excellent communication skills and ability to work with diverse stakeholders.
Required skills
- Design and execution of quantitative and qualitative evaluation studies.
- Statistical analysis and data interpretation.
- Policy brief development and academic writing.
