NOC / Authority Engineer - Building Permits

About the role

An experienced Authority / NOC Engineer is sought with a strong civil engineering background and at least 5 years of UAE experience in a main contracting company. The role manages government approvals, building permits, NOCs and authority coordination for building construction and high-rise tower projects, working with government authorities, utility providers, consultants and clients.

Key responsibilities

• Coordinate all authority approvals, building permits, NOCs and related documentation for construction projects.
• Liaise with government authorities, utility providers, consultants, clients and other stakeholders to obtain approvals.
• Handle applications, submissions and follow-ups through government portals and authority platforms.
• Coordinate with Abu Dhabi Municipality and other authorities on building permits and construction approvals.
• Prepare, review and submit technical documents, drawings, applications and supporting documents.
• Monitor application status and follow up to avoid project delays.
• Work with internal engineering and project teams to ensure compliance with authority requirements.
• Manage approvals across project stages, from commencement and construction to inspections and final handover.
• Maintain records of submissions, approvals, NOCs, permits and correspondence.
• Identify authority-related issues and resolve them with the relevant teams.

Required profile

• Bachelor's degree in Civil Engineering or Architectural Engineering.
• Minimum 5 years of UAE experience with a main contracting company, in building and high-rise construction.
• Strong knowledge of government approval procedures, building permits, NOCs and authority coordination.
• Experience with government platforms such as TAMM, Abu Dhabi Municipality (ADM), TAQA, BONIA, Abu Dhabi Civil Defence, MEPS, MoEIA, ADNOC, NOC Approvals System, TRANSCO, ADDCA and ADC.
• Demonstrated experience securing permits and approvals for high-rise projects.
• Excellent coordination and communication skills with authorities, consultants, clients and other stakeholders.
