Onboarding and Licensing Manager

About the role

The Licensing and Onboarding Manager leads end‑to‑end professional licensing, pre‑boarding and onboarding for clinical, administrative and executive hires at American Hospital Dubai. The role ensures compliance with Dubai Health Authority (DHA) requirements and timely completion of all joining formalities.

Key responsibilities

• Design and manage standardized workflows, service levels and escalation paths from offer acceptance through onboarding completion for all workforce groups.
• Oversee DHA licensing activities, including eligibility review, document validation, DataFlow PSV, assessments, registration, activation, renewal and record maintenance.
• Coordinate pre‑boarding tasks such as reference checks, medical exams, visa, travel, housing, insurance and employee documentation for local and international hires.
• Lead onboarding for clinical, administrative, support, senior leadership and executive hires, ensuring orientation, system access and mandatory documentation are completed on time.
• Maintain audit‑ready licensing and onboarding records, monitor KPIs and implement corrective actions.
• Drive process improvement and digitalisation, including workflow automation and vendor management.
• Manage and develop the Licensing and Onboarding team, allocating workload and ensuring compliance.

Required profile

• Bachelor’s degree in HR, Business Administration, Healthcare Administration or related field; Master’s preferred.
• 6‑10 years progressive HR experience with at least 3 years in healthcare licensing, onboarding or credentialing.
• Proven experience managing DHA licensing processes and high‑volume international onboarding.
• Experience supervising a team and handling operational KPIs in a JCI‑accredited environment.
• Excellent spoken and written English.
