Operations Training, Competence & Standards Manager

About the role

The Operations Training, Competence & Standards Manager leads the development and implementation of the company's operational competence framework, training strategy, and standards to ensure a safe, skilled railway workforce from operational readiness through commercial service.

Key responsibilities

• Design and govern the Operations Competence Management System, including competence standards, assessment criteria, certification and reassessment processes for safety‑critical roles.
• Develop and deliver the operational training strategy, curricula, and course materials for train, network, control, terminal, rolling‑stock and infrastructure functions.
• Manage training facilities, simulators, classroom and on‑the‑job learning programmes, ensuring all personnel are certified and demonstrably competent before testing, trials and entry into service.
• Maintain competence records and provide evidence for the Operations Safety Case and regulatory authorities.
• Support long‑term capability building through structured competence pathways, knowledge‑transfer programmes and initiatives aligned with In‑Country Value, Emiratization and Omanisation goals.

Required profile

• Proven experience in developing competency standards, training programmes and assessment methodologies for safety‑critical railway positions.
• Strong knowledge of railway regulatory requirements, recognized industry standards and safety management systems.
• Ability to create certification, licensing and reassessment arrangements and to maintain comprehensive competence records.
• Experience supporting operational readiness plans and workforce capability initiatives.
