Procurement Officer – Plant & Machinery Hire

About the role

The Procurement Officer will initiate RFQs/RFPs, conduct commercial analysis, and manage procurement processes for plant and EME supplies, ensuring compliance, cost‑effectiveness and alignment with customer needs.

Key responsibilities

• Initiate and send Requests for Quotation (RFQ) and Requests for Proposal (RFP) to plant and EME stakeholders.
• Conduct commercial analysis and evaluate supplier proposals, preparing techno‑commercial evaluation reports.
• Document procurement processes and generate monthly Procurement and Supply Cost reports.
• Prepare cost‑benefit analysis reports for management review.
• Compile tender documents for items not covered by framework agreements.
• Oversee timely procurement of supplies, ensuring adherence to established business processes.
• Process award recommendations, secure approvals and finalize negotiations with successful bidders.
• Verify bidder compliance with documentation requirements, guarantees, performance bonds and insurance.

Required profile

• Bachelor’s degree in a related field (or equivalent).
• Minimum 6 years of procurement experience in oil & gas, dredging, marine, civil engineering or construction.
• Certification such as CIPS or equivalent is an advantage.
• Physical fitness certification from AD Health Service (SEHA) required for offshore projects.
• Fluent English; additional languages are a plus.

Required skills

• Proficiency with ERP systems – Oracle (and preferably SAP).
• Advanced MS Office skills.
• Experience using procurement software tools.
• Strong knowledge of plant and machinery hire processes and frame agreements.
