Programme & Transformation Manager

About the role

Black Pearl Consult is seeking a Programme & Transformation Manager to lead a complex transformation programme in the UAE. You will coordinate planning, budgets, governance and stakeholder engagement to ensure successful delivery.

Key responsibilities

• Maintain an integrated programme plan covering projects, milestones, approvals and dependencies.
• Consolidate budgets with Finance, monitor expenditure and track cost allocations.
• Prepare executive presentations, steering committee reports and decision papers.
• Coordinate governance meetings and manage action, decision and approval records.
• Identify risks to timelines, budgets and compliance and coordinate mitigation plans.
• Support negotiations and manage interfaces with suppliers, advisers and strategic partners.
• Work with business functions, IT and Procurement to evaluate, pilot and implement digital solutions.

Required profile

• Bachelor's degree in Engineering, Business Administration, Economics, Finance or related field (Master's preferred).
• Minimum eight years of relevant experience (six years with a Master’s).
• Consulting or advisory experience with exposure to large capital programmes.
• Strong skills in integrated planning, budgeting, risk management and executive reporting.
• Understanding of capital project development, feasibility, approvals, procurement and financial close.

Required skills

• Advanced proficiency in Excel.
• Advanced proficiency in PowerPoint.
• Experience with programme management platforms.
