Project Director - PMO

About the role

Parsons is looking for an experienced Project Director - PMO to provide strategic leadership, governance and oversight for the delivery of major residential, mixed-use, hospitality and infrastructure developments. The role leads the PMO function across a complex portfolio of projects, setting up the governance, controls, reporting and delivery frameworks needed to meet the Client's strategic objectives.

Key responsibilities

• Lead the PMO function, providing strategic direction, governance and delivery oversight.
• Establish PMO frameworks, procedures, stage gates, KPIs and reporting standards.
• Oversee projects from master planning and design through procurement, construction, commissioning and handover.
• Drive integrated schedule, cost, risk, change, commercial and performance management.
• Monitor portfolio performance, identify key risks, dependencies and corrective actions.
• Ensure integration across buildings, infrastructure, utilities, landscape and public realm packages.
• Oversee consultants, contractors and delivery teams to align them with Client objectives.
• Lead executive reviews and report on progress, cost, schedule, risk and key decisions.
• Drive PMO standardization, continuous improvement, digital delivery and best practices.
• Lead and develop high-performing multidisciplinary PMO teams.

Required profile

• Bachelor's degree in Engineering, Architecture, Construction Management, Project Management or a related discipline.
• 20+ years of experience, including significant senior leadership on major development programs.
• Proven experience as a Project Director, PMO Director, Program Director or equivalent.
• Strong experience in residential, mixed-use, hospitality and associated infrastructure developments.
• Experience overseeing multiple projects, consultants, contractors and work packages in complex programs.

Required skills

• PMO governance, project controls, cost, schedule, risk, change, commercial and performance management.
• Desired: large-scale real estate development programs in the UAE or the Middle East, and client-side, developer, PMO or program management environments.
• Desired: strong knowledge of BIM, digital project management, integrated controls and executive dashboards.
• Desired: professional certification such as PMP, PgMP, PE, CEng, RICS or equivalent.
