Project Manager – Urban Development & Infrastructure

About the role

Parsons is looking for an experienced Project Manager to lead complex urban development, master‑planning, infrastructure, road and bridge projects. The role covers the full project life‑cycle—from initiation and planning through design, execution and close‑out—ensuring delivery meets scope, schedule, budget and quality targets.

Key responsibilities

• Manage projects from initiation through planning, design, execution and close‑out.
• Lead multidisciplinary teams including internal staff, contractors, sub‑consultants and technical specialists.
• Develop and control project scope, budgets, schedules, execution plans and reporting requirements.
• Coordinate design activities, technical reviews, interface management and deliverable control.
• Identify, assess and mitigate risks, and implement corrective‑action plans.
• Monitor financial performance, forecasts and cost control to prevent scope creep.
• Maintain communication with clients, regulatory authorities and company management, supporting permits and approvals.
• Lead project status meetings and track milestones, costs, schedules and issues.

Required profile

• Bachelor’s degree in Engineering, preferably Civil Engineering.
• Minimum 14 years of professional experience in project and design management of urban development, infrastructure, roads or bridges.
• Proven track record delivering major infrastructure projects in the UAE or GCC region.
• Professional registration and Parsons Project Manager Development certification may be required; PMP certification is preferred.
