Resident Engineer – Roads & Infrastructure Utilities

About the role

The Resident Engineer will lead on‑site supervision of all road and utility works in Dubai, ensuring compliance with contract documents, local authority requirements and industry standards. This senior position combines technical leadership with contract administration to protect the employer’s interests.

Key responsibilities

• Act as the primary on‑site representative, managing the supervision team and enforcing the Project Execution Plan.
• Oversee construction of roads, wet and dry utilities, tunnels, MSE walls, stormwater, sewerage, potable water, irrigation, electrical, street lighting, ICT/telecom, and gas/district cooling systems.
• Administer the contract, review contractor notices, claims, variations, extensions of time and certify interim payments.
• Monitor programme progress, identify risks, and implement mitigation measures while preparing weekly and monthly progress reports.
• Ensure health, safety and environmental compliance, especially for high‑risk activities such as deep excavations and utility crossings.

Required profile

• Bachelor’s degree in Civil Engineering (Master’s preferred) with at least 15 years of experience in roads and infrastructure projects.
• Minimum 7 years in a Resident Engineer or senior site supervision role on major UAE infrastructure projects, with RTA approval.
• Strong leadership, team management, and stakeholder coordination skills.
• Fluent in English and Arabic.

Required skills

• Proficiency with FIDIC (Red Book) contract conditions.
• Technical expertise in roadworks, stormwater drainage, sewerage, potable water, irrigation, electrical & street lighting, ICT/telecom, and gas/district cooling systems.
• Experience in contract administration, variation assessment, and extension of time evaluation.
