Section Manager, Fiscal Sector

About the role

The Section Manager, Fiscal Sector leads the Arab Monetary Fund’s fiscal policy analysis, country assessments and regional monitoring of public finance performance across member states. The role ensures high‑quality analytical outputs, supports financing operations and contributes to capacity building in fiscal policy and public financial management.

Key responsibilities

• Lead fiscal surveillance for member countries, analysing public finances, debt sustainability, budget execution and medium‑term fiscal frameworks.
• Oversee preparation of fiscal sections of country reports, policy briefs and regional fiscal outlooks.
• Identify fiscal risks, emerging vulnerabilities and structural challenges affecting fiscal stability.
• Provide policy advice on fiscal consolidation, revenue mobilisation, expenditure efficiency, subsidy reforms and public investment management.
• Support ministries of finance on reform priorities aligned with international best practices.
• Contribute to the development of fiscal rules, debt‑management strategies and frameworks for fiscal transparency and governance.
• Participate in appraisal and monitoring missions for financial support programmes, preparing analytical inputs for program documentation, debt sustainability analyses and fiscal projections.
• Ensure adherence to internal methodologies, quality‑assurance standards and timely submission of fiscal assessments and reports.

Required profile

• Minimum 180 months (15 years) of experience in fiscal policy analysis, public finance or macro‑economic surveillance.
• Proven track record of leading fiscal surveillance, producing analytical reports and advising fiscal authorities.
• Strong understanding of fiscal sustainability, debt dynamics and fiscal reform strategies.
