Senior Chief Engineer - Roads & Facilities Maintenance

About the role

This role directs the strategic and operational maintenance of road assets, shaping policies, programmes and budgets that maximise lifecycle value, safety and customer satisfaction while embedding global best practice and next-generation asset management techniques. It covers strategy, operations, product and process improvement, and involves site inspections across Dubai's road network.

Key responsibilities

• Formulate policies, standards and multi-year maintenance programmes, aligning executive plans and budgets with asset management and sustainability goals
• Approve contracts, tenders and design reviews, ensuring technical, legal and statutory requirements are met
• Take part in planning and technical review of road and bridge rehabilitation or upgrade designs
• Monitor road conditions, prioritise work and allocate resources to contractors and in-house teams
• Manage the departmental budget, analyse cost reports and implement corrective measures
• Oversee projects and preventive programmes, reporting progress, KPIs and risks to the Director
• Analyse KPIs and innovation metrics, recommending AI-enabled, data-driven improvements
• Develop technical reports, studies and value engineering proposals
• Lead internal training and knowledge-sharing, and apply transportation engineering principles to optimise inspection strategies, maintenance intervals and geometric compliance
• Inspect roads and facilities on site, including occasional emergency or after-hours visits

Required profile

• Bachelor's or Master's degree in Civil or Materials Engineering
• 5+ years of experience for PhD holders, 7+ years for Master's graduates, and 10+ years for Bachelor's graduates in a related field
