Senior HSE Engineer (Project) – Offshore

About the role

Penspen is urgently seeking a Senior HSE Engineer to lead health, safety and environmental activities on an offshore PMC project in Abu Dhabi. The role involves ensuring compliance with corporate policies, international standards and local regulations while fostering a strong safety culture throughout all project phases.

Key responsibilities

• Develop and implement project‑specific HSE plans, procedures and risk‑management strategies.
• Conduct hazard identification (HAZID), risk assessments and safety studies for offshore construction and operations.
• Supervise offshore HSE activities during construction, installation and commissioning, and coordinate emergency response drills.
• Prepare HSE performance reports, KPIs and dashboards for management review.

Required profile

• Bachelor’s degree in Engineering, Safety or Environmental Sciences.
• 15‑18+ years of relevant experience, including at least 5 years on offshore projects.
• Previous experience with PMC/EPC environments; ADNOC offshore experience is an advantage.

Required skills

• NEBOSH, IOSH and OSHA certifications (ISO 45001 Lead Auditor preferred).
• Knowledge of international standards: OSHA, ISO 45001, OHSAS, API and IMO.
• Proficiency in hazard identification (HAZID) and risk assessment methodologies.
