Senior Project Manager – Infrastructure

About the role

Parsons is seeking an experienced Senior Project Manager to lead large‑scale infrastructure projects in Dubai. You will be responsible for overseeing business, technical, financial and administrative aspects, ensuring delivery on time, within budget and to the required quality standards.

Key responsibilities

• Lead development of project plans, including health and safety, quality control and execution strategies.
• Define program requirements and ensure all deliverables meet established criteria.
• Assign responsibilities to team members based on strengths and qualifications.
• Negotiate scope changes with clients and subcontractors and secure additional work.
• Monitor project progress, manage change orders and address potential delays or cost overruns.
• Coordinate resources across departments to build effective project teams.
• Collaborate with managers to develop budgets, schedules and project plans.
• Ensure adherence to quality‑assurance processes and promote technical excellence.
• Provide regular progress reports to management and ensure milestones are met.
• Act as the main point of contact for clients, subcontractors and regulatory agencies.

Required profile

• Bachelor’s degree in Civil Engineering or a related engineering discipline.
• Minimum 18 years of progressive experience delivering large‑scale infrastructure, urban development and master‑planning projects, with significant UAE experience, preferably in Dubai.
• Proven track record managing complex, multidisciplinary projects through the full lifecycle from planning to handover.
• Strong knowledge of project‑management methodologies, governance frameworks, risk management, contract administration and stakeholder management.
• Demonstrated ability to lead high‑performing teams, drive execution and achieve business and client objectives.
• Excellent communication, presentation and negotiation skills with senior stakeholders, clients, consultants and government authorities.
