Senior Specialist, Resource Management & Mobility

About the role

The Senior Specialist will deliver end‑to‑end resource management, talent mobility and capability build‑up support for ADNOC DM&T & Upstream capital projects, ensuring the right talent is deployed at the right time.

Key responsibilities

• Maintain a rolling resource demand and capacity plan for DM&T & Upstream capital projects, validating inputs and highlighting gaps, surpluses and critical roles.
• Execute end‑to‑end resource mobilization actions, coordinating approvals, onboarding readiness, site access, rotation schedules and demobilisation.
• Coordinate with discipline heads and project managers to keep role profiles, competency requirements and staffing templates up to date.
• Maintain the approved competency library, mapping roles to required competencies and keeping records current.
• Run vacancy and deployment coordination, shortlisting internal candidates, managing interviews, tracking offers and aligning start dates with project milestones.
• Track and validate competence evidence for deployed resources, flagging gaps for training, coaching or reassignment.
• Monitor workforce plan adherence, including nationalisation targets and contractor/PMC ratios, and raise corrective actions.
• Maintain accurate resource data in systems and produce weekly and monthly dashboards for leadership decision‑making.
• Draft and coordinate management submissions for resourcing and mobility decisions, ensuring complete justification and required endorsements.
• Identify recurring bottlenecks and implement improvements to trackers, templates, SLAs and ways of working.

Required profile

• Minimum 10 years of experience in resource management, talent mobility or related functions within oil & gas capital projects.
• Proven ability to work with cross‑functional teams, including Human Capital, project controls and contractors/PMCs.
