Solar Engineering & Cost Manager

About the role

The Project Estimation Manager will lead and manage White Star Contracting’s solar project cost estimating function and support the bid team. This role works closely with the technical team to scope and cost‑estimate solar PV and other energy solutions.

Key responsibilities

• Supervise project development staff responsible for cost estimating, solar project scoping, and final proposal preparation.
• Review and monitor project schedules and designs to ensure cost, schedule and budget objectives are met.
• Prepare estimates from preliminary studies through to final endorsed estimates.
• Work with cost‑reimbursable contracts to establish open‑book estimates when required.
• Establish an Estimating Cost Data Bank with rates, location factors and productivity benchmarks for future use.
• Prepare capital cost forecasts for defined scopes of work at each project development stage.
• Define project scope and objectives, develop work plans, schedules, resource plans and status reports.
• Ensure all direct and indirect costs are correctly prepared and costed.
• Lead cost‑estimating and proposal development activities to accelerate proposal output.
• Write clear, concise proposals and analyse pricing data.
• Propose cost‑estimating improvements to reduce project costs and increase efficiency.
• Participate in bid initiation and review meetings.
• Lead the company’s solar multi‑contracting strategy, from supplier identification to risk assessment and execution.
• Develop contracting strategies and processes for tendering RFPs.
• Manage vendor relationships and negotiate with suppliers during RFP processes.
• Identify and qualify a robust supplier database of international and local contractors.
• Track global and local solar markets and report on technological advances.
• Develop standardized processes and templates for solar contracting efforts.
• Manage documentation including budgets, schedules, engineering interfaces and project reports.
