Specialist – Owners’ Association

About the role

The Registration Authority’s Real Estate & Infrastructure Division seeks a Specialist to manage the regulatory relationship between ADGM and Owners’ Associations (OAs) operating within its jurisdiction. The role ensures OAs comply with ADGM Strata Title Regulations and supports them in governance, budgeting, shared facilities, and invoicing.

Key responsibilities

• Serve as the primary contact for OAs and their property managers on regulatory, operational, and governance matters.
• Validate records submitted by OAs, including strata plans, unit entitlement schedules, and service charge allocations.
• Assess budget reports for compliance with financial governance rules and audit requirements.
• Prepare and issue official approval notices, service charge certificates, and related endorsements.
• Facilitate resolution of shared‑facility issues between OAs or with developers.
• Respond to inquiries, promote awareness of legal obligations, and conduct onboarding sessions and training workshops for new OAs.
• Maintain internal records and digital tracking of service‑charge approvals and certification lifecycles.

Required profile

• Strong knowledge of ADGM Strata Title Regulations and real‑estate regulatory frameworks.
• Experience in stakeholder management and regulatory compliance within the property sector.
• Excellent written and verbal communication skills in English.
• Ability to analyse documentation, budgets, and legal records accurately.
