Stakeholder & NOC Engineer – Infrastructure Projects

About the role

We are seeking a Stakeholder / NOC Engineer to support major infrastructure projects in Dubai. The role focuses on obtaining authority approvals and coordinating with key government entities to ensure project timelines are met.

Key responsibilities

• Manage the end‑to‑end NOC process, from submission through follow‑up, approval and closure.
• Coordinate with authorities such as RTA, DEWA, Dubai Municipality, telecom providers and other stakeholders.
• Maintain and track NOC logs, approval status and stakeholder communications.
• Liaise with design teams, contractors and authorities to resolve technical comments.
• Support utilities coordination within right‑of‑way and infrastructure corridors.
• Identify risks in approvals and drive proactive resolution or escalation.

Required profile

• Bachelor’s degree in Civil Engineering or a related discipline.
• 5–12 years of experience in infrastructure or utilities projects.
• Strong background handling RTA, DEWA and Dubai Municipality approvals.
• Experience working with engineering consultancies is preferred.
• Experience in roads, transport or utilities projects.

Required skills

• Extensive experience with RTA, DEWA and Dubai Municipality approval processes.
• Proficiency in NOC submission and stakeholder coordination.
• Utilities coordination (wet and dry) within right‑of‑way and infrastructure corridors.
• Excellent communication and ability to manage multiple approvals and deadlines.
