Assistant Head of Human Resources Section

About the role

The Dubai Legal Affairs Department is looking for an experienced HR professional to support the Department Manager in planning and overseeing all human‑resources operations. The Assistant Head will help align HR activities with the Authority’s policies, regulations, and strategic objectives.

Key responsibilities

• Assist in preparing and implementing operational plans and strategic HR initiatives.
• Develop, review, and monitor HR Key Performance Indicators, proposing improvement actions.
• Update HR processes and procedures to match international best practices and improve service quality.
• Support talent attraction, retention, and manage recruitment, promotion, transfer, and termination procedures.
• Oversee the performance‑management cycle through the Smart Path system, ensuring compliance with timelines and providing analytical reports.
• Contribute to programs on Emiratization, career development, succession planning, employee experience, and HR digital transformation.

Required profile

• Minimum of 10 years of experience in Human Resources, preferably in a public‑sector or large‑organization environment.
• Proven ability to work with senior managers and drive HR initiatives.

Required skills

• Experience with the Smart Path performance‑management system.
