Commercial Manager – Lead New Commercial Department

About the role

We are looking for an experienced Commercial Manager to set up and lead a newly formed Commercial Department within a government‑sector organisation. The role combines strategic leadership with hands‑on responsibility for contracts, pricing, business development and client management.

Key responsibilities

• Establish and develop the Commercial Department, defining its structure, processes, KPIs and governance.
• Lead the transition and integration of commercial operations, ensuring continuity, compliance and stakeholder alignment.
• Oversee contracts, invoicing, commercial processes and SAP‑based commercial activities.
• Conduct pricing, cost and profitability analyses to support growth and efficiency.
• Drive business development initiatives, identify new opportunities and build strong client relationships.
• Enhance client retention through proactive engagement, performance reviews and service improvement.
• Develop MIS dashboards and management reports to aid strategic decision‑making.
• Support senior management with budgeting, feasibility studies, tender support and special projects.

Required profile

• Master’s or Bachelor’s degree in Business Administration, Finance or a related field.
• 8–12 years of commercial management experience, preferably in a government or large‑scale organisational setting.
• Proven track record in contracts management, pricing strategy, invoicing, business development and client relationship management.
• Fluent English communication skills.

Required skills

• Proficiency with SAP for commercial activities.
• Experience using commercial reporting systems.
• Ability to design and maintain MIS dashboards and management reporting tools.
