Compliance Manager (Arabic Speaker)

About the role

Black Pearl is partnering with a leading engineering and infrastructure firm to appoint a Compliance Manager in Dubai. The role establishes and maintains a comprehensive compliance framework, ensures regulatory adherence and fosters an ethical, risk-aware culture across all operations. The position is full time.

Key responsibilities

• Develop, implement and continuously improve the Compliance Management System in line with UAE federal regulations and internal policies.
• Monitor changes in water-sector and utility regulations, assess their impact and update policies and procedures.
• Lead periodic compliance risk assessments and gap analyses across business units.
• Design and deliver training on anti-bribery, AML/KYC and other regulatory requirements.
• Oversee internal audits and investigations into potential compliance breaches, preparing findings and corrective-action plans.
• Act as primary liaison with regulators, external auditors and law-enforcement agencies.
• Advise senior leadership on emerging compliance risks and remediation strategies.
• Prepare quarterly compliance dashboards and reports for the Audit & Risk Committee.
• Set and monitor KPIs to track compliance performance and incident resolution.
• Work with Legal, Finance, Operations and Project teams to embed compliance in all processes.

Required profile

• Bachelor's degree in Law, Finance, Business Administration or a related field; a Master's degree or professional certification (e.g. CAMS, CCEP, ISO 37301 Lead) is preferred.
• 5-8 years in a compliance role within a regulated environment such as utilities, infrastructure or government services.
• Demonstrated expertise in AML/KYC, regulatory reporting and internal controls.
• Fluent English (required); fluent Arabic (preferred).

Required skills

• In-depth knowledge of UAE regulatory bodies such as CBUAE and the Ministry of Energy & Infrastructure.
• Proficiency with compliance monitoring platforms and risk-management software.
• Strong analytical and problem-solving skills, excellent communication and stakeholder management, high ethical standards and meticulous attention to detail.
