Document Controller - Turnaround and Commissioning

About the role

Penspen is hiring a Turnover Engineer (Document Controller) in Abu Dhabi, reporting to the Commissioning Manager. The role plans, coordinates and manages the system and subsystem turnover process from construction through commissioning to operations, ensuring systems are mechanically complete, documented, tested and handed over according to project procedures, contractual requirements and client acceptance criteria.

Key responsibilities

• Develop and manage the Turnover and Handover (TOH) strategy, define system and subsystem boundaries and coordinate mechanical completion, pre-commissioning, commissioning and final handover.
• Maintain turnover registers, MC dossiers and handover packages, and ensure MC dossiers (as-built drawings, test certificates, inspection and punch records, vendor data and manuals) are complete and compliant.
• Track punch lists (A/B/C categories) and work with Construction, QA/QC and Commissioning teams to close them before handover; verify punch clearance and support client walkdowns and acceptance.
• Act as interface between Construction, QA/QC, Commissioning, Engineering and Operations, coordinate readiness reviews and turnover meetings, and support Operations Readiness and Assurance (ORA).
• Facilitate client inspections, resolve client comments on handover documentation and ensure compliance with standards such as ADNOC, Aramco and Shell.
• Prepare turnover progress reports and dashboards, track system readiness and handover milestones, and highlight risks and mitigations.
• Ensure all turnover activities meet project HSE and quality requirements.

Required profile

• Bachelor's degree in engineering (mechanical, electrical, instrumentation or related contracts).
• Minimum 5-7 years of experience in EPC projects in oil and gas.
• Proven experience in mechanical completion systems and subsystem turnover commissioning interfaces.
• Professional certifications in commissioning or completion systems are an advantage.

Required skills

• Strong understanding of completion systems and TOH processes.
• Hands-on experience with completion management systems such as ICAPS, WinPCS and Co-Console.
• Excellent coordination and stakeholder management skills.
• Strong documentation, reporting and attention to detail; able to work under schedule pressure during critical phases.
