Government Affairs Lead – Middle East (UAE/ Saudi Arabia)

About the role

Cohere is building a Government Affairs and Public Policy team to shape AI policy and digital innovation across the Gulf. As the Government Affairs Lead for the Middle East, you will establish and strengthen Cohere’s presence in the United Arab Emirates and the Kingdom of Saudi Arabia, ensuring the company’s voice contributes to AI regulation, digital transformation and economic diversification initiatives.

Key responsibilities

• Report to the Head of EMEA Government Affairs & Public Policy and collaborate with senior leadership, legal, policy, responsible AI, communications and commercial teams.
• Develop and execute a government‑affairs and stakeholder‑engagement strategy for the UAE and Saudi Arabia.
• Build and maintain trusted relationships with ministries, regulators, sovereign entities, innovation agencies and public‑sector organisations.
• Monitor legislative, regulatory and public‑policy developments affecting AI, cloud computing, data governance, cybersecurity and digital infrastructure in the region.
• Prepare consultation responses, policy submissions, briefing materials, executive talking points and stakeholder‑engagement plans related to AI regulation and digital‑economy initiatives.

Required profile

• Proven experience in government affairs, public policy or related roles within the Middle East.
• Demonstrated ability to influence and collaborate with senior government officials and industry stakeholders.
• Strong understanding of AI, digital transformation, data governance and emerging‑technology policy landscapes.
• Excellent written and verbal communication skills in English; Arabic proficiency is a plus.
