Hard Service Manager

About the role

The Hard Services & Technical Manager manages, maintains and ensures the safety, reliability and performance of all building engineering systems, infrastructure and hard facilities services across Al Qana, a mixed-use waterfront destination. The role covers MEP systems, critical utilities, planned and reactive maintenance, specialist contractors, statutory compliance, energy efficiency and asset lifecycle management, including coordination with authorities on approvals and compliance.

Key responsibilities

• Oversee mechanical, electrical, plumbing, HVAC, fire and life-safety, BMS and ELV systems, and maintain critical plant, utilities and public areas
• Develop preventive, reactive and predictive maintenance strategies and ensure work is planned, documented and executed per standards and manufacturer recommendations
• Maintain asset registers, maintenance records and technical documentation, set criticality assessments and lifecycle replacement plans
• Support technical reviews, refurbishments, commissioning and handovers, and approve tenant fit-out technical submittals
• Ensure compliance with UAE and Abu Dhabi regulations, statutory inspections and authority requirements, and enforce permit-to-work, lockout/tagout and risk assessment procedures
• Manage contractors and service providers, set SLAs and KPIs, audit performance and review proposals and quotations
• Prepare and manage annual maintenance budgets, capital expenditure plans and cost savings
• Monitor electricity and water consumption, optimise HVAC and BMS operations and implement energy-efficiency initiatives
• Lead technical incident investigations, emergency response and business continuity, and report regularly to management

Required profile

• Bachelor's degree in Mechanical, Electrical or Building Services Engineering or a related discipline
• Minimum 10 years of experience in facilities management, technical operations or building engineering, including at least 5 years in a managerial or senior supervisory role
• Proven experience managing complex facilities such as mixed-use developments, retail, hospitality or entertainment venues
• Experience in contractor management, budgeting, statutory compliance and capital expenditure planning

Required skills

• Strong knowledge of MEP systems, HVAC, BMS, fire and life-safety systems, maintenance planning and asset management
• Familiarity with UAE and Abu Dhabi regulations and authority requirements
• Experience with CMMS platforms, energy management and technical performance reporting
