Head of Human Resources

About the role

The Head of Human Resources will lead the HR function for Hafeet Rail’s entities in the UAE and Oman. Reporting to senior management, you will shape and execute HR strategy, ensuring policies, programs and workforce planning support the upcoming operations launch.

Key responsibilities

• Develop, review and enforce HR policies across both countries, ensuring consistent application and compliance.
• Lead the HR team, covering recruitment, employee relations, engagement, performance management, compensation & benefits, and HR systems.
• Partner with business leaders on talent planning, workforce expansion, and retention strategies.
• Drive end‑to‑end recruitment, including sourcing, screening, interviewing and selection.
• Oversee Emiratisation and Omanisation targets, nationalisation programmes and talent development initiatives.
• Manage employee relations, grievance handling, disciplinary actions and conflict resolution.
• Coordinate onboarding, visa processing, housing arrangements and ensure compliance with labour and immigration laws.
• Supervise payroll, claims administration and compensation structures for both entities.
• Maintain HR metrics, reporting to senior management and ensure HR budget alignment.

Required profile

• Proven experience overseeing HR for multi‑entity organisations in the UAE and/or Oman.
• Strong knowledge of UAE and Oman labour legislation, Emiratisation and Omanisation requirements.
• Demonstrated ability to develop and implement HR policies and procedures.
• Experience leading recruitment, talent development and employee engagement programmes.
• Capability to manage HR budgets and align HR initiatives with strategic business goals.
