Head of Programme & Portfolio Management

About the role

Black Pearl Consult seeks an experienced Head of Programme & Portfolio Management to lead its PMO function in the UAE. You will establish governance, ensure portfolio visibility, and provide reliable executive reporting while aligning projects with organisational priorities.

Key responsibilities

• Develop and maintain the PMO strategy, structure, policies and governance framework.
• Establish project management standards, approval stages, responsibilities and escalation procedures.
• Support project prioritisation, resource planning and capacity reporting against business objectives.
• Oversee consolidated reporting on scope, schedule, cost, risk and dependencies, and coordinate corrective actions.
• Lead and develop the PMO team through coaching, performance management and capability building.

Required profile

• Bachelor’s degree in Business, Engineering, Project Management or related discipline.
• Extensive experience in project or programme management, including leadership of a PMO or comparable function.
• Consulting or advisory firm background with exposure to diverse client engagements.
• Strong stakeholder management and ability to present clear recommendations to senior leadership.
• Willingness to travel occasionally to project sites and partner offices.

Required skills

• PMP or PgMP certification (preferred).
• Proficiency in establishing PMO governance, project controls, resource planning and executive reporting.
• Understanding of portfolio prioritisation, delivery assurance, change management and benefits tracking.
