Head of Section – Risk Management

About the role

The Head of Section – Risk Management will lead the Enterprise Risk Management (ERM) function for Dubai Health, establishing robust risk frameworks and governance across the organization. This senior role provides data‑driven insights to senior leadership, ensuring alignment with Dubai Health policies and UAE regulatory requirements.

Key responsibilities

• Develop and align the ERM strategy with organizational objectives and regulatory expectations.
• Approve risk methodologies, assessment tools and reporting standards for consistency across entities.
• Lead annual risk identification, assessment, prioritisation and maintain the enterprise risk register.
• Review high‑level risks, ensure escalation to senior leadership and the Audit & Risk Committee.
• Evaluate control effectiveness through testing and engagement with risk owners.
• Prepare quarterly risk dashboards, heat maps and trend analyses.
• Advise business units on mitigation strategies and monitor corrective actions.
• Define and monitor Key Risk Indicators (KRIs) and support business continuity planning.
• Coordinate with Internal Audit to ensure functional independence and avoid duplication.
• Deliver risk awareness programmes and represent the risk function in executive forums.
• Manage the Risk Management Section team, overseeing performance and development.

Required profile

• Bachelor’s degree in Business, Finance, Accounting, Healthcare Management or related field.
• Master’s degree in Business, Risk, Healthcare Management or related field (preferred).
• 8‑10 years of experience in Risk Management, Internal Audit or Governance & Compliance.
• 3‑5 years experience in healthcare or government entities in the UAE.
• 2‑3 years in a supervisory position.
• Professional certifications such as CRM, CRMA, CIA, CISA, CFE or ISO 31000.
