HSE Manager – Oil & Gas EPC Projects

About the role

Penspen is seeking an experienced HSE Manager to lead health, safety and environmental initiatives across large oil and gas EPC projects in Abu Dhabi. The role focuses on developing robust safety policies, conducting thorough risk assessments, ensuring compliance with local regulations, and fostering a strong safety culture that protects employees and the environment while supporting business objectives.

Key responsibilities

• Develop and implement comprehensive safety policies and procedures.
• Conduct risk assessments and hazard analyses for all project activities.
• Ensure full compliance with UAE HSE legislation and ADNOC requirements.
• Lead incident investigations, root‑cause analysis, and corrective action implementation.
• Provide HSE training and awareness programs for project personnel.
• Promote a proactive safety culture across multidisciplinary teams.
• Coordinate with project management and client representatives on HSE matters.

Required profile

• Engineering degree in any discipline.
• NEBOSH IGC and other relevant HSE certifications.
• Minimum 20 years of overall experience, with at least 10 years in the oil and gas sector.
• Proven experience as HSE Manager on large EPC projects.
• Previous approval as an HSE Manager from ADNOC.
• Experience in Project Management Consultancy (PMC) environments.
