About the role
The Commissioning / Pre‑Commissioning HSE Supervisor ensures that all field activities are carried out in line with the TCM HSE policy, relevant regulations and industry standards. Reporting to the Construction HSE Coordinator or Site Manager, the role focuses on preventive and corrective actions throughout the project.
Key responsibilities
- Perform Job Hazardous Analysis (JHA) and participate in Job Safety Analysis (JSA).
- Verify the adequacy and application of the site HSE plan and related procedures, updating them as needed.
- Maintain and update HSE documentation throughout all construction phases.
- Ensure subcontractors comply with HSE procedures, regulations and standards.
- Organise and conduct regular HSE walk‑arounds, inspections and audits; prepare reports, action plans and follow‑up on corrective actions.
- Plan, coordinate and deliver HSE training activities on site.
- Facilitate HSE meetings, record minutes of meetings and distribute them.
- Co‑ordinate work permits with the client and ensure compliance.
- Investigate work accidents, identify root causes and implement preventive measures.
- Maintain accident records and highlight areas requiring prevention.
- Lead the site HSE committee and the emergency response team.
Required profile
- Minimum 10 years (120 months) of HSE experience in oil & gas commissioning.
- NEBOSH GC IGC certification.
- Strong knowledge of fire prevention, emergency response and HSE policies.
- Proven ability to conduct JHA/JSA and manage subcontractor compliance.
- Experience in HSE audits, reporting and corrective‑action follow‑up.
- Fluent English communication skills.
