HSEQ Officer - Healthcare Facilities

About the role

The HSEQ Officer implements health, safety, environmental and quality requirements across healthcare facilities, ensuring compliance with regulations, Department of Health (DoH) guidelines and relevant Health Technical Memoranda (HTM). The role promotes a safe working environment, infection prevention, risk management and continuous improvement in facilities management.

Key responsibilities

• Implement and monitor HSEQ policies, procedures and management systems across healthcare facilities.
• Carry out routine site inspections, safety audits and risk assessments, and recommend corrective actions.
• Ensure compliance with occupational health and safety, environmental, quality and healthcare regulatory requirements, including HTM 05 (fire safety) and HTM 04-01 (water hygiene).
• Support infection prevention and control during maintenance, construction and refurbishment; review method statements, risk assessments, permits to work and safe systems of work.
• Investigate accidents, incidents, near misses and environmental events, and monitor contractor and service provider compliance.
• Deliver HSEQ inductions, toolbox talks, awareness sessions and safety briefings.
• Monitor waste management, hazardous materials handling, chemical storage and environmental protection; support emergency preparedness, fire safety drills and evacuation exercises.
• Coordinate with engineering teams on medical gas, electrical, ventilation, water, fire protection and lift safety.
• Maintain HSEQ records, inspection reports, incident logs, training records, audit findings and corrective action registers.
• Assist with internal and external audits, regulatory inspections and compliance reporting.

Required profile

• Bachelor's degree in Environmental Engineering, Occupational Health and Safety or Mechanical Engineering from a recognised university approved by the Ministry of Education.
• 7 years of total relevant experience in HSEQ, occupational health and safety or environmental management, with at least 3 years in healthcare facilities.
• Experience in risk assessments, safety inspections, incident investigation, audits and regulatory compliance.
• Fluency in English, strong communication skills and healthcare facilities management experience.

Required skills

• Knowledge of HSEQ systems, risk assessments and incident investigation.
• Understanding of HTM and DoH guidelines, and qualification/certification in applicable HTM and DoH requirements.
• Permit-to-work and emergency procedures, infection control, waste management and environmental safety.
• Proficiency in Microsoft Office and HSEQ reporting systems.
