Human Resources Director – Strategic Leader

About the role

The Public Services Department‑RAK is looking for a strategic Human Resources Director to lead the HR function within its Support Services sector. Reporting to senior leadership, you will shape HR strategy, ensure compliance, and foster a fair, engaged, high‑performing workplace.

Key responsibilities

• Develop and implement HR strategies aligned with the department’s corporate objectives.
• Design, maintain and oversee HR policies, procedures and programs that promote fairness, transparency and consistency.
• Lead end‑to‑end recruitment, selection, onboarding and talent retention initiatives.
• Implement and manage performance management systems, supporting managers throughout the evaluation process.
• Advise on and resolve employee‑relations matters, including conflict resolution and disciplinary actions.
• Oversee compensation, benefits and employee recognition programmes.
• Ensure compliance with employment laws and regulations; conduct internal audits as required.
• Maintain accurate, confidential employee records in line with data‑privacy standards.
• Produce HR analytics and reporting to inform senior‑leadership decision‑making.

Required profile

• Bachelor’s degree in Human Resources, Business Administration or a related field.
• Minimum nine years of progressive HR experience, preferably in the public sector or government environment.
• Professional HR certification (PHR, SPHR, SHRM‑CP or SHRM‑SCP) is an advantage.
• Strong knowledge of employment law, HR best practices and HR information systems.
• Fluent in English and proficient with the Microsoft Office Suite.
