Procurement Officer

About the role

Pantheon Development is looking for a seasoned Procurement Officer to own the end‑to‑end procurement function across multiple spend categories. Based in Dubai, you will drive sourcing, vendor governance and cost‑saving initiatives for a real‑estate and asset‑intensive business.

Key responsibilities

• Manage the full RFQ/RFP cycle, evaluate vendor submissions and present sourcing recommendations.
• Issue Purchase Orders in strict compliance with the Procurement Approval Delegation of Authority.
• Negotiate payment terms, SLAs and commercial clauses to secure favourable agreements.
• Create and maintain a Supplier Catalogue with vendor tiers, rates, performance and compliance data.
• Track and document procurement savings, conduct market benchmarking and identify cost‑reduction opportunities.
• Onboard all vendors onto Oracle NetSuite, ensuring accurate master data and documentation.
• Lead RFP processes for project contractors and consultants from scope definition to onboarding.
• Produce procurement dashboards covering spend analytics, savings performance, vendor KPIs and DOA compliance.
• Identify gaps in existing procurement processes and lead improvements, including workflow redesign and policy updates.

Required profile

• 8–10 years of progressive procurement experience across multiple categories.
• Proven ownership of sourcing, negotiation and vendor governance, not just execution support.
• Experience in UAE or GCC markets, preferably in real‑estate, construction or other asset‑heavy industries.
• Exposure to procurement transformation initiatives such as process redesign, policy rollout or ERP implementation.

• Oracle NetSuite (ERP) vendor onboarding and master data management.
