Project Controls Director - Rail

About the role

Mace is looking for a Project Controls Director / Project Controls Manager for a rail programme in Dubai. The role leads the development and implementation of integrated PMO and project controls frameworks, covering schedule, cost, risk, change, progress, forecasting and performance reporting. It sits within a sector where the UAE is investing heavily in rail, metro and integrated transport infrastructure.

Key responsibilities

• Lead the development and implementation of integrated PMO and project controls frameworks, providing structure, governance and insight for successful programme outcomes.
• Direct planning, cost, risk, change, progress and performance management, giving a consistent view of delivery across the project lifecycle.
• Establish and maintain programme baselines, performance measurement systems and forecasting processes.
• Provide strategic reporting, analysis and decision support to clients and programme leadership.
• Coordinate project controls activities across clients, consultants, contractors and delivery partners, aligning objectives, data and reporting standards.
• Lead and develop high-performing PMO and project controls teams.
• Embed assurance, governance and control processes that promote accountability, compliance and confidence in delivery.
• Contribute to the net zero carbon transition by proactively identifying and managing carbon emissions and reductions during delivery.

Required profile

• Degree or equivalent professional experience in the applicable discipline.
• Demonstrated experience on rail, metro, high-speed rail or comparable major infrastructure programmes.
• Strong client-facing, analytical, written communication and multidisciplinary coordination skills.
• Knowledge of relevant delivery processes, standards, systems and governance.
• Professional membership, chartership or specialist certification preferred where applicable.
• UAE or wider GCC experience is advantageous but should not replace technical and delivery competence.
