Regional Operations Manager - Ship-to-Ship (STS)

About the role

An international shipping and maritime logistics company operating a global network of ship-to-ship (STS) transfer services is looking for an experienced STS Regional Operations Manager based in Fujairah. The role leads regional STS operations, ensuring operational excellence, safety compliance and efficiency across multiple transfers while supporting business growth. It involves regional oversight and may include periodic travel.

Key responsibilities

• Lead day-to-day STS operations within the assigned region
• Ensure transfers are conducted safely and in line with OCIMF guidelines and local regulations
• Maintain relationships with charterers, oil majors, traders, vessel owners, agents and service providers
• Coordinate mooring masters, fenders, hoses, support craft and local contractors
• Lead, train and develop regional staff, recruit and build local teams where needed
• Drive continuous improvement, efficiency and best-practice frameworks
• Support incident investigations, emergency response and HSEQ initiatives
• Contribute to regional business development, tenders and operational planning

Required profile

• Minimum 5 years of shore-based STS operational experience
• At least 3 years of team leadership and operational management experience
• Proven knowledge of OCIMF STS Transfer Guide requirements
• Background in tanker and marine logistics operations
• Strong leadership, communication and stakeholder management skills; able to manage multiple concurrent operations
• Willingness to travel as required

Nice-to-have

• Master Mariner, Chief Officer, Marine Superintendent or similar maritime qualifications
• Experience with oil majors, traders and international tanker operators
• Proven track record of establishing or expanding STS operations in new regions
• Regional experience in the Middle East, Brazil, India or other key STS hubs
