Senior Manager - HSE Compliance

About the role

A leading organization in the infrastructure, power and energy sector, represented by Black Pearl Consult, is looking for an experienced Senior Manager - HSE Compliance in the UAE. The role oversees the development, implementation and continuous improvement of HSE compliance programmes across large-scale infrastructure and energy projects, ensuring operations align with local and international safety standards, environmental regulations and company policies.

Key responsibilities

• Develop and lead HSE compliance strategies, policies and frameworks aligned with UAE regulations and international best practice.
• Oversee risk assessments, audits, inspections and incident investigations, ensuring timely corrective actions.
• Liaise with government agencies and regulatory bodies to maintain compliance with health, safety and environmental laws.
• Drive safety culture initiatives across the organisation and provide leadership, training and guidance to internal teams, contractors and project partners.
• Monitor industry trends, legislative changes and technological advances to keep compliance programmes up to date.

Required profile

• Bachelor's degree in Engineering, Environmental Science, Occupational Health & Safety or a related field; a Master's degree is an advantage.
• Minimum 10+ years of HSE management experience, including at least 5 years in a senior or leadership role in infrastructure, power or energy.
• Proven experience managing large-scale infrastructure or power projects with a focus on compliance and safety governance.
• Exceptional leadership, communication and stakeholder management skills.

Required skills

• Strong knowledge of UAE HSE laws and international standards such as ISO 45001 and ISO 14001.
• Professional certifications such as NEBOSH or IOSH are highly desirable.
