Senior Manager – Infrastructure Dry Utilities

About the role

Dubai Holding Land Estates is seeking a Senior Manager to lead the planning and technical assessment of dry utilities infrastructure across its development portfolio. The role ensures that power, telecom, district‑cooling, gas, street‑lighting and related networks are optimally integrated into master plans and delivered in line with regulatory and sustainability standards.

Key responsibilities

• Plan, review and execute technical assessments of dry‑utility networks, ensuring capacity allocation, utility corridor reservation and plot‑level connections comply with authority regulations and best practices.
• Support infrastructure requirements for new and existing projects, contributing to phasing strategies, cost assessments, constructability reviews and operational efficiency.
• Provide technical advisory input to master‑planning and urban‑planning teams on land‑use changes, density adjustments and value‑added service proposals.
• Evaluate feasibility of engineering solutions, balancing performance, cost and long‑term sustainability.
• Coordinate with internal business units and development teams to ensure seamless implementation during construction and operation phases.
• Manage third‑party developer interfaces, handling RFIs, utility allocation requests, NOCs and other approvals.
• Liaise with government authorities and service providers such as DEWA, RTA, Dubai Municipality, Empower, Etisalat, du and Dubai Civil Defence.

Required profile

• Extensive experience in infrastructure planning for dry utilities within large‑scale development projects.
• Strong knowledge of local authority regulations and international best practices.
• Proven ability to work across multidisciplinary teams and manage stakeholder relationships.
• Excellent analytical and problem‑solving skills with a focus on cost‑effective and sustainable solutions.
