Senior Manager – Infrastructure Wet Utilities

About the role

Dubai Holding Land Estates is seeking a Senior Manager to lead the planning and delivery of wet utility infrastructure across its portfolio of developments in Dubai. The role focuses on ensuring that water, sewerage, stormwater, irrigation and firefighting networks are designed, implemented and operated in line with authority standards and the Dubai 2040 Urban Master Plan.

Key responsibilities

• Manage and review infrastructure design requirements for existing and new projects, including utility capacity allocation, corridor reservations and plot connections.
• Evaluate wet services (potable water, sewerage, stormwater, irrigation, firefighting) to optimise implementation, operation and cost.
• Prepare and negotiate agreements with Dubai Municipality for connection fees and tie‑in works.
• Provide technical support to other business verticals to improve design, construction and operational efficiency.
• Update and maintain water and sewerage master plans, conduct hydraulic model reviews, sewerage impact assessments, and develop STP, district‑cooling, pumping and lifting station proposals.
• Coordinate with internal teams (Construction, Development, Legal, Finance, Customer Services) and external authorities (RTA, DEWA, DM, EMPOWER, Etisalat, DU, Lootah Gas, DCD, military).

Required profile

• Bachelor’s degree in Civil Engineering, Infrastructure Engineering or a related discipline.
• Extensive experience in planning and managing wet utility infrastructure for large‑scale developments.
• Strong knowledge of Dubai Municipality standards, DEWA regulations and the Dubai 2040 Urban Master Plan.
• Proven ability to work with multidisciplinary teams and external stakeholders.
