Senior Specialist - Drivers & Institutes Licensing Regulation

About the role

The Senior Specialist will lead the preparation and drafting of legislation, policies and contracts governing driver training, licensing and the accreditation of driving institutes. This role ensures that all licensing activities comply with the highest quality standards and align with local and international traffic regulations.

Key responsibilities

• Prepare and develop drafts of legislation and laws regulating driver licensing activities, including driving institutes and professional medical/vision test providers.
• Update and manage agreements that define the relationship between the RTA and driving institutes, as well as service providers.
• Develop departmental policies, review cross‑departmental policies, and ensure alignment with applicable legislation.
• Evaluate service‑fee requests, campaigns and promotions submitted by driving institutes.
• Review and approve engineering plans for new institutes and branches in coordination with the technical committee.
• Conduct field visits to verify conformity of training vehicles and facilities with technical specifications.
• Study licensing requests from new investors and existing institutes, ensuring compliance with licensing controls.

Required profile

• Minimum of 6 years (72 months) of relevant experience in licensing, policy development or regulatory affairs.
• Strong knowledge of local and international traffic laws.
• Proven ability to manage stakeholder relationships and performance evaluation processes.
