Chief Operating Officer (COO) – Construction & Development

About the role

The Chief Operating Officer (COO) – Construction & Development will lead all operational aspects of Cirrera Development’s projects in the UAE. Based on‑site in Dubai, the COO is responsible for delivering projects on time, within budget, and to the company’s high quality and design standards.

Key responsibilities

• Design and implement the operating model, organizational structure, and reporting lines for the construction and development business.
• Oversee company setup, licensing, visas, office establishment, insurances and statutory registrations in Dubai/UAE.
• Recruit, hire and build cross‑functional teams across engineering, procurement, project management, commercial, HSE, QA/QC, planning and site operations.
• Lead construction operations, project planning and execution, coordinating with architects, contractors and consultants.
• Implement processes that ensure safety, efficiency, regulatory compliance and quality control.
• Manage project budgeting, financial performance, and provide data‑driven insights for strategic decisions.
• Optimize operational workflows, mentor team members and maintain key stakeholder relationships.
• Ensure each development aligns with Cirrera’s brand promise and long‑term vision.

Required profile

• Proven experience establishing and leading construction and development operations in the UAE.
• Demonstrated ability to design organizational structures and operating models for a construction business.
• Experience managing company licensing, statutory registrations and compliance in Dubai.
• Track record of recruiting and building high‑performing cross‑functional teams.
• Strong background in budgeting, financial control and delivering projects within budget and schedule.
